The City Plan Commission met 05/28/2025. Two of the items on their agenda were rezoning requests, one rezoning a parcel from Commercial to Residential to facilitate the building of a house and one from Industrial to Commercial to facilitate the construction of a medical clinic. The commission voted unanimously to recommend each of the items for approval.

Public hearings were held for each of the rezoning requests but nobody spoke.
119 HARRISON STREET REZONING – This lot is just over 2,400 square feet and has been vacant since 2011. Prior to that it was almost entirely taken up by a 2 story-structure with commercial space on the first floor and a dwelling unit on the second floor. The parcel has a gas station on one side and a house on the other. It is currently zoned C2 General Commercial District but given its small size it does not meet the minimum size requirements of a commercial lot and is a legally non-conforming parcel. The owner would like to rezone it to R1C Central City Residential District so that they can construct a single-family detached dwelling on the property.

Under the new zoning, it would still be a legally non-conforming lot due to its small size. City staff would work with the owner and go over with them the relevant portions of the Municipal Code pertaining to building on non-conforming lots, and city staff had already discussed with the owner was a single-family detached house would be allowed to look like on this parcel.
The city’s Comprehensive Plan and Future Land Use Map already listed this lot as being designated for future one- and two-family housing, so the rezoning request met city requirements.
Nobody spoke at the public hearing associated with the rezoning request and the commission did not have any questions about it. The commission voted unanimously to recommend the rezoning request be approved.
EAST GOOODLAND/NORTH CONKEY REZONING – This lot is adjacent to the east side of Encircle Health. It is also on the west side of an industrial park. It is currently zoned M1 Industrial District because it was originally intended to be part of the industrial park, but it has remained vacant. The applicant wanted to use the land to build a medical clinic and ambulatory surgery center with office space. That use is not allowed under industrial zoning, so the land needed to be rezoned to C2 General Commercial District. The rezoning also required an update to the city’s Comprehensive Plan and Future Land Use Map because the lot was currently listed as being intended for industrial purposes.

No members of the public spoke at either the public hearing regarding the update to the Future Land Use Map nor at the public hearing pertaining to the rezoning request.
Mayor Woodford was in favor of the rezoning, stating, “I think worth noting here that in in the report we received this this land has been in this state for some time under the existing future land use and zoning and has not been activated. So, this represents an opportunity to get this site activated, and given the adjacency to like uses makes good sense to make this change.”
The commission voted unanimously to recommend approval of both the Future Land Use Map change and the rezoning request.
