The Municipal Services Committee is meeting 04/07/2025 at 4:30PM.
They will be taking up the request to approve the creation of a loading zone on College Avenue next to the Trout Museum/Lawrence University housing development. It would result in the loss of two parking stalls on College Avenue but city staff is supportive of the request stating n a member, “Given the size and use of the building, we believe the creation of a loading zone would serve the greater good by safely and efficiently facilitating TMA’s customers and buses, as well as a wide variety of food and package deliveries throughout the day and night.”

This request received pushback from neighboring businesses, particularly the owner and some of the customers of Casting On, a knitting store located next to the Trout, who believe the loss of parking spaces will negatively impact their business and shopping experiencing.
During the 03/24/2025 committee meeting, the committee voted to hold the item for two weeks to provide time to look into the matter more fully and investigate whether or not it would be feasible for the Trout to use the Lawrence parking lot on the south side of the building as a loading zone.
The committee will also be voting on two contract awards.
The first is a $68,855 contract with raSmith for design and construction engineering services associated with the traffic signals at Richmond Street and Ridgeview Drive. The project is associated with the Highway 41 project, and, upon completion, the DOT will reimburse the city for 90% of the costs.

The second is a 1-year, $62,400 contract with Star Protection and Patrol for parking ramp security services. The contract also includes yearly extension rates for the 4 years after the initial year of service. Star has provided ramp security services for the city since 2023 and is the only contractor that provided a proposal.
