Common Council Meeting 02/19/2025 – Will Vote On Delaire’s Alcohol License, Grant For Electric Vehicle Purchase, Sole Source Contract To Replace Light Poles On College Avenue Bridge, Consulting Contract To Investigate Creation Of Tax Increment Finance District For Thrivent Development

The Common Council is meeting 02/19/2025 at 7PM.

As an information item, they will be receiving a presentation on the I-41 project.

Among items they will be vote on are a few of note.

They will be voting on the alcohol license application for Delaire’s. This has been in and out of committee and on hold since October as the Safety and Licensing Committee and Common Council have wrestled with concerns about whether or not the owner intended to operate illegal gambling machines on the premises. On 02/12/2025, the Safety and Licensing Committee reviewed video footage of a contractor and part owner of the building Delaire’s is located in telling a neighboring business owner that gambling machines were going to be installed. Additionally, they went over a memo from police Lieutenant Goodin reporting that he interviewed the contractor/part-owner who reiterated the claim that the owner intended to install gambling machines. As a result, the Safety and Licensing Committee voted 3-1 to recommend the alcohol license be denied.

They will be voting on a request to enter into a cost-reimbursement agreement with Thrivent Financial for Lutherans would provide $100,000 to the city to reimburse them for the cost of consulting services related to the proposed development of the Thrivent campus north of 41. Associated with that would be the use of $14,000 of those funds to pay for a consulting company named Ehlers to review the feasibility of creating a Tax Increment Financing District that would cover the area of the Thrivent development. Alderperson Sheri Hartzheim voted against these two items at the Community Development Committee meeting because, although she was in favor of the city being reimbursed for some of the extra costs the city was taking on related to the Thrivent Development, she was opposed to creating a TID in that area.

Although not a controversial item, they will be voting on Resolution 1-R-25 regarding the Fire Department Paramedic Service Level. The Fire Department is in the process of updating its paramedic service level and the passage of this resolution is a procedural step that is required to move forward with that process.

They will be voting on a request to approve the $88,592.00 sole source purchase of decorative street poles for the College Avenue bridge. The Municipal Services Committee voted to recommend this item be approved with the expectation that city staff would come to the Common Council meeting prepared to provide information on what the timing, cost, and expected lifespan would be if they were replaced with standard aluminum poles instead of decorative poles.

Another item they will be voting on is a request to accept a $134,180 Energy Efficiency and Conservation Block Grant to be used for the purchase of an electric vehicle and the installation of a charging station. After initially being recommended for approval, this item had been referred back to the committee for a second look which, again, voted unanimously that it be approved.
