The Finance Committee met 10/07/2024. One of the items on the agenda was the request to approve a $73,700 sole source contract for the third and final phase of emergency repair work on a barrier panel in the Green Ramp. The concrete barrier panel was struck by a vehicle earlier this year and emergency repair work has been conducted since August.
The committee voted unanimously to approve the item.

A company called Restoration Systems, Inc. had been hired by the city to conduct scheduled maintenance and repairs on all three downtown parking ramps. When a vehicle struck and severely damaged a concrete barrier panel in the Green Ramp city staff requested that a sole-source contract be entered into with RSI to carry out emergency repairs because they had already completed a prequalification process to carry out ramp repairs and the quality of the scheduled work they had done on the city’s ramps was excellent.
- Phase 1 of the repairs cost $47,230.
- Phase 2 of the repairs cost $59,613.
- Phase 3, the final phase of the repairs, cost $73,700.
- The total cost of repairs across ass three phases added up to $180,543.
Alderperson Denise Fenton (District 6) asked if the city was recouping the expenses for these repairs.
Deputy Director of Public Works Pete Neuberger said that the damage was covered by the city’s insurance policy and that the insurance company was going to try to recoup what costs they could from the policy holder of the vehicle that caused the damage. To that end, the insurance company had advised city staff on how best to document the repair process to maximize the chance that they would successfully get that money from the vehicle owner.
