The Human Resources and Information Technology Committee is meeting 09/25/2024.
They have one action item on the agenda which is approval of the aldermanic salaries for the 2026-2027 aldermanic term. This item was put on hold at the 08/28/2024 committee meeting. Alderperson Sheri Hartzheim (District 13) made that motion to give time for additional information on “historical inconsistencies and inaccuracies in previous increases” to be included in the agenda to facilitate a complete discussion; however, it does not appear that such additional information was included in the agenda packet for the 09/25/2024.
The full history is that it appears that since 2017 a total of $15,000 in salary overpayments have been made to members of the Appleton Common Council. This is the result of aldermanic salaries having been incorrectly increased 4 times—once when the Common Council had not approved the increase at all and three times when less than the statutorily required 3/4th of the Council had voted in favor of a salary increase.
The aldermanic salary history provided in the agenda packet does not that the 2017 aldermanic salary was increased by 1% even though the Common Council had voted for a 0% increase. The documents provided in the agenda packet do not address the three other salary increases that were implemented without approval by ¾ of the Common Council.
As information items the committee will be reviewing updates to the Military Leave Policy and receiving directors reports and the recruitment status report.
