Common Council Meeting 09/04/2024 – Will Vote On Wheel Tax Resolution, Items Related To Proposed Thrivent Development, Lawe Street Concrete Reconstruction Plans

The Common Council is meeting 09/04/2024 at 7PM.

There are a few items on the agenda that stand out.

As an information item, they will be receiving an update on downtown traffic noise.

As an action item, they will be voting on the resolution to require approval by 2/3rds of the Council in order to implement increases to the wheel tax. This item had been held at the previous Common Council meeting because 5 of the 15 alderpersons had not been present.

They will also be holding public hearings and then voting on proposed rezonings and Comprehensive Plan changes related to Thrivent’s plans to develop their land between Ballard and Meade Street. Thrivent’s concept master plan for the land envisions mixed-use development of office and retail buildings along Highway 41, a shopping and business corridor to the north, and then a mix of single-family, multi-family apartments, townhomes, and mixed-use commercial/residential buildings. They plan to build a new Thrivent headquarters and repurpose the old one. The development would include open spaces, parks, trails, and pathways. Of note, this plan is conceptual in nature and subject to change.

Public hearings for the comprehensive plan update and rezonings were held during the 07/24/2024 City Plan Commission meeting after which the commission recommended all items for approval.

The Council will also be voting on the concrete reconstruction design for Lawe Street. Underground work on Lawe Street is scheduled to take place in 2026, with reconstruction taking place in 2026. The plan includes bike lanes between College and Wisconsin and raised median pedestrian crossings at North Street and Pacific Street. The Municipal Services Committee unanimously recommended the design for approval.

The Council will also be voting on budget amendments related to accepting grants to pay for Valley Transit’s downtown Transit Center development and Phase 2 of Valley Transit’s Whitman Avenue Facility remodeling project. These items both require approval by 2/3rds of the Council and could not be voted on at the last Council meeting because only 10 council members were present.
