Municipal Services Committee Meeting 08/26/2024 – Will Take Up Request From Business Owner To Waive $160 Administrative Fee Assessment Pertaining To Overgrown Grass

The Municipal Services Committee is meeting 08/26/2024 at 4:30PM.

They will be taking up a request from an Appleton business owner to waive the $160 administrative fee they were charged in relation to high weeds on the property. On 06/13/2024 the city inspected the Appleton Furniture Direct property on Superior Street and determined that the weeds and grass were over 8 inches. They mailed the business a letter assessing them a $50 administrative fee and directing them to cut the grass by 06/23/2024 or face further charges. On 07/01/2024 the grass was still not cute. On 07/03/2024 the city received a warrant to enter the property and cut the grass. They posted the warrant on the property, and the owner cut the grass before the contractor arrived at the site to cut the grass. Now the property owner is requesting the removal of the $160 administrative fee they have been assessed.

They also have several items on the agenda that seem more routine.

They will be approving the concrete reconstruction design for Lawe Street. The new design will include bike lanes on each side of the street.

They will be voting on a request to submit a grant application for a new traffic signal at the intersection of Richmond Street and Ridgeview Drive.

Staff is requesting approval to update the garbage collection billing cycle from weekly to quarterly to align with the city’s new Enterprise Resource Planning system. It does not appear that the rates themselves will be impacted by this change, but rather just the timeframe for billing.

City staff is also requesting approval of a single source contract with Traffic and Parking Control Co., Inc. in an amount not to exceed $221,209 for upgrades to parking ramp credit card readers, equipment, and services. Staff wants to maintain continuity with existing equipment which is distributed solely by TAPCO. The current equipment utilized in the ramps will be obsolete by the end of 2025. The upgrades will be paid out of the 20204 Parking Utility operations budget.
