Safety And Licensing Committee Approves Creation Of “Open Flame Effect” Permit Category With Lower Permit Fee Than Pyrotechnic Displays

The Safety and Licensing Committee met 03/27/2024. One of the items they took up was the request to update the municipal code to recognize “open flame effects” displays as something separate from fireworks and pyrotechnic displays. This change was made in order to facilitate a lower permit fee for open flame effect displays than for pyrotechnic and fireworks displays.

Back in September of 2023, the Common Council approved increased fees for Fire Department-related items. One of those fees was for fireworks and pyrotechnic displays permits which was increased from $100 per permit to $1,000 per permit.

When the permit fee had only been $100, it had not been problematic to include open flame effects permits under the pyrotechnics display category. Now, however, it was recognized that the staff burden for inspections related to open flame displays was not comparable to the staff burden for inspections related to fireworks and pyrotechnic displays. As a result, staff was proposing creating a separate category for open flames displays for which applicants would only be charged $400 for a permit.

The committee members had no questions and the item was approved unanimously.
