The Board of Health is meeting 07/12/2023 at 7AM.
There is one action item on the agenda which is a change of the Table of Organization for the Health Department and Community and Economic Development Department. Per the memo to the board, “In the most recent compliance audit conducted by the Wisconsin Department of Health Services, the lack of a dedicated community health division within the Appleton Health Department was identified as a clear need in the report.”
The city currently has a Coordinated Entry Specialist as part of the Community and Economic Development Department who helps match homeless residents with available housing resources. Health Officer Sepers and Community and Economic Development Director Kara Homan are asking for approval to move the Coordinated Entry Specialist out of the Community and Economic Development Department and into the Health Department. On top of that change, Health Officer Sepers would also like to create a new full time Community Health Supervisor position.
Per the memo, these changes will help the Health Department better adhere to Wisconsin Department of Health Services statute 140 compliance, increase the department’s capacity to perform activities related to community health, and integrate the Coordinated Entry position into a health framework rather than an economic development framework.
The short-term financial impact of these changes would be nil. The new Community Health Supervisor position is paid for with external funding through 2026 and the Coordinated Entry Specialist position is already funded through external funding. The city will be looking for additional revenue over the next three years to permanently fund the new Health Supervisor position.
The board will also be receiving several information items including the July newsletter, new noise variances, and another dangerous animal declaration.
There have been quite a few dangerous animal declarations recently, and this one can now be added to the list. A female Retriever named Rivermay has a history of unprovoked aggressiveness and violence toward other animals and humans. Since September of 2021, she had attacked or behaved aggressively toward other animals on 3 separate occasions, acted aggressively toward a human on one occasion, and finally attacked and injured a human. She has now been declared a dangerous animal and her owners must comply with all leashing, muzzling, and confinement requirements for the rest of Rivermay’s life.
