The Common Council met 05/17/2023. One of the items that garnered public feedback and was separated out for an individual vote was the request to rezone the Seville Properties annexation near the corner of Ballard and Werner roads from Temporary AG Agricultural district to an R-3 Multi-family District.
This was recommended for approval by the City Plan Commission back on 04/26/2023. It was noted during that meeting that plans for this property were still very much in the early stages, and they didn’t have much information on what the final development might look like. It was, however, being rezoned to R-3 which would allow for multiple residential uses including an apartment complex, townhouses, single-family houses, duplexes, an assisted living facility or retirement home, a nursing or convalescent home, or a residential care apartment complex.
The Common Council voted 15-0 to approve the rezoning as requested.

One member of the public came and spoke on the item before the Common Council. Jeffrey lived in the area and, while he understood plans for the area were very preliminary, he was concerned about multi-family housing being allowed in an area that was largely filled with single-family houses.
During the Council discussion, Alderperson Sheri Hartzheim (District 13) said that her understanding from the report was that there were some properties zoned R-3 already nearby. She asked if staff could address what impact additional R-3 zoning might have on the area, specifically in terms of traffic.
Community and Economic Development Director Kara Homan said that the adjacent land was zoned R-3. That land currently had a city water tower on it and was otherwise undeveloped. Regarding concerns about traffic, Director Homan said that before items came before the City Plan Commission, they underwent review by a Technical Review Group that consisted of individuals from the Police and Fire departments, the Department of Public Works, and a variety of engineering functions. Oftentimes Traffic Engineer Eric Lom or another engineer will attend. If they had any concerns regarding impacts on traffic, that would be included in the comments from the Technical Review Group. At present, they did not have any concerns about traffic.
None of the other Council members had any questions or comments, and the Council voted 15-0 to approve the rezoning request.
