Municipal Services Committee Approves All Items – Discusses Issues With Closed Appleton Landfill, Pacific/Appleton/Oneida Street Vacation

The Municipal Services Committee met 12/12/2022. It was a brief meeting clocking in at only 10 ½ minutes, and the committee voted to approve all items with only minimal discussion.

I’ve prepared a transcript of the full meeting.

Alderperson Sheri Hartzheim (District 13) is not a member of the committee, but she was in attendance. Regarding Item 22-1540, the 2023 contract for operations, maintenance, monitoring, and passive bed improvements at the closed City of Appleton landfill, she noted that it was the 8th year of a 10 year contract. She wondered what would happen after the 10 years were completed.

Staff Engineer Sue Olson explained that typically the city would enter into a contract for these services every 5 years; however, the last two times they put out a Request For Proposal (RFP), SCS was the only consultant that responded, hence the 10-year contract. The City was married to the landfill forever, so when the 10 years were up they would put out a new RFP for a new contract.

Item 22-1541 was the approval of a single source award for Cap Maintenance at the closed City of Appleton Landfill to New Paradigm Companies, LLC. In a memo to the committee it was noted that a previous mowing contractor “significantly damaged the landfill cap by attempting to cut the vegetation with the improper equipment under wet conditions, without notifying the City of the wet conditions or the damage.”

Alderperson Brad Firkus (District 3), a committee member, asked if they had been able to recoup any expenses related to that.

Staff Engineer Olson responded that the contract which caused the damage came back and fixed most of the issues. Rather than recouping money, the city allowed them to fix the problem.

Item 22-1575 was a request from Westwood for a street occupancy permit for a

groundwater monitoring well to be placed in EB E Franklin Street (50’ east of the N Oneida St and E Franklin St intersection) through December 31, 2023.

Alderperson Hartzheim confirmed with staff that this was related to the proposed Transit Center project.

The last item to receive any questions was item 22-1601 which approved partial street vacations at the intersection of Appleton Street/Pacific Street/Oneida Street. Alderperson Katie Van Zeeland (District 5), a committee member, did not understand what the illustration showing the street vacation was showing. [And, frankly, I don’t blame her. It’s kind of unclear.]

Director of Public Works Danielle Block explained that Pacific Street no longer goes through between Appleton Street and Oneida Street so the city no longer needed the right-of-way. The street was being vacated and released back to the adjacent property owners.

None of the other action items were discussed nor were there any questions or comments on the information items.
