The Municipal Services Committee met 11/08/2022. It was a short meeting with the open portion of it lasting less than 10 minutes.

The item that garnered the most discussion was the approval of the Linwood Avenue Street reconstruction from College Avenue to Summer Street. Dave Hemp, the General Manager of Recycle That Stuff, had received the notification about the public hearing for that street reconstruction project late and had not been able to provide feedback at the previous Municipal Services Committee meeting that had contained the Public Hearing for the project. As a result, Alderperson William Siebers (District 1), the chairperson of the committee, had his email to the committee attached to the meeting agenda and gave him an opportunity to speak about his concerns.
His basic concern was that, based on feedback from Alderperson Vaya Jones (District 10), the original street reconstruction proposal had included no on-street parking near his business. Currently, his five employees parked in the loading dock area of their property, but when a truck made a delivery, they had to move into the street. If there was no on-street parking they would have nowhere to go. Additionally, without on-street parking, customers needing to access the office would not have any place to park.
Earlier in the day, Mr. Hemp had met with City Traffic Engineer Lom and they had been able to resolve the situation by squeezing a cutout parking area with a couple parking spots into the street reconstruction design. Mr. Hemp seemed satisfied with the solution.
The committee did not need to make any amendments to associated action item and went on to vote unanimously to approve it.
The item regarding the lease agreement for a fence on E Glenhurst Lane was approved unanimously with no discussion.
The committee then entered closed session for the purposes of reviewing the Landfill Siting Committee contract negotiations.
Although the agenda indicated that they would then reconvene into open session, if that happened, the posted video did not include it, so there is no video record of them receiving the October 2022 Bird E-Scooter Report or the October Inspection Division Permit Comparison Report.
