The Common Council is meeting 11/09/2022 at 6PM for a special session to adopt the 2023 executive budget.
Alderpersons were asked to submit amendments ahead of time, and, per Alderperson Brad Firkus (District 3), three amendments have been offered thus far, two by Alderperson Chad Doran (District 15) and one from Alderperson Sheri Hartzheim (District 13).
- Take $6,480 from the Common Council’s parking permit budget and add it to Public Work’s concrete reconstruction budget (proposed by Alder Doran)
- Take $1,400 from the Common Council’s Training budget and add it to Public Work’s concrete reconstruction budget (proposed by Alder Doran)
- Reduce the General Administration Tax Levy by $188,726 and add $5,000 to the wage reserve by reducing the merit-based pay increases for non-represented employees from 5% to 4% ($193, 726 difference between the two levels of pay increases) (proposed by Alder Hartzheim)
While Alderperson Doran has not posted on either his aldermanic blog or facebook page about his reasoning behind his proposed amendments, Alderperson Hartzheim has posted on her aldermanic blog the reasoning for hers, saying, “While the city’s over 640 full time staff and hundreds more seasonal and part time employees are invaluable in servicing the citizens of Appleton, it is important that city government balance employee salary increases with taxpayer increases. I believe that the City can properly compensate city employees to reward them for high quality service, allowing the City to retain our high quality employees, while at the same time recognizing and appreciating the additional tax burdens that all Appletonians are facing in 2023. This amendment is offered in compromise as a “meet in the middle” point between what benefits city staff and what benefits Appleton property taxpayers.”
