Mill City Public House Receives Special Use Permit

The City Plan Commission met 03/14/2022. It was a brief meeting not even 5 minutes long. The two items on the agenda were a public hearing for a special use permit for a restaurant with alcohol sales located at 1103 West College Avenue and then a vote by the committee on that special permit.

Principal Planner Don Harp explained that the site had been most recently occupied by the Appleton Elks Club. They had operated as a private club with a bar at that location under a special use permit that was issued in 1995. Based upon analysis by staff, there did not seem to be a way to transfer that special use permit over to the current owner who wanted to serve alcohol at that location. The new owner was, therefore, making an application for a new special use permit under the current zoning code because the previous special use permit only ran with the Elks Club.

Staff was recommending approval of the permit subject to the conditions in the staff report.

Principal Planner Harp noted that the applicant had received building permits to do all of the internal remodeling they were currently doing on the building, and they were also in the process of applying for a liquor license.

Rusty Leary the general manager and co-owner of Mill City Public House which was the business which would hopefully soon open at 1103 West College Avenue was there to answer any questions the commission might have about the special use permit or their operation.

None of the commission members had any questions and no members of the public appeared to speak during the public hearing.

The application was approved unanimously.

[I’m a little worried for him if he’s still in the process of applying for a liquor license. Appleton is currently at its quota for Class B liquor licenses, so there may not be any available when he wants one.]
