The City Plan Commission is meeting 11/10/2021 at 3:30PM.
They have two public hearings, three action items, and no information items.
I would say the human interest story of the meeting is the fate of Tee Tee’s Nachos’ special use permit. One of the public hearings is related to this. Per the memo from city staff, “The applicant proposes to establish a painting/craft studio with alcohol sales. The proposed painting/craft studio with alcohol sales will occupy approximately 892 feet in a lower level tenant space…of the existing building. The operations of the business will primarily focus on the production of arts and crafts, and the service of beer is offered as an additional amenity (customers are not required to purchase alcohol). The proposed alcohol service will be ancillary and subordinate to the primary use as a painting/crafts studio (i.e., an amenity for the customers).”
Their original application for a Class A Beer and Class A Liquor License had been recommended for approval by the Safety and Licensing Committee. When it appeared before the Common Council, Alderperson William Siebers (District 1) referred it back to the committee which then, at his urging, voted to recommend the permit be denied based on concerns that an establishment that sold alcohol would not fit well next to a residential neighborhood. Their request for a Class B Beer License was held until the next Safety and Licensing Committee meeting. A Class A license would have allowed them to sell alcohol in sealed containers for people to take off the premises as they would at a convenience or grocery store. [It wasn’t clear to me why a pottery studio would want to sell alcohol to go.]
The special use permit which will be considered by the City Plan Commission is part of the process, in addition to applying for various alcohol licenses, that the business owner needs to go through in order to be able to sell alcohol on their premises. City staff is recommending that the premise amendment be approved. [I would expect that whatever the City Plan Commission decides in this matter will influence the decision on the Alcohol License applications.]
The second public hearing is related to an associated rezoning request that the committee will be voting on. The City of Appleton is planning to rezone an area of Spartan Drive from Temporary AG Agricultural District of P-I Public Institutional District so that they can use it for public roads/infrastructure.
Finally, they will be voting on a request to approve the Extraterritorial Preliminary Plat for Center Valley at 3800 located in the Town of Grand Chute.
