Human Resources And Information Technology Committee Meeting 10/13/2021 – Will Vote On Table Of Organization Changes For Two Departments, 3 Year Contract With Fringe Benefit Broker

The Human Resources and Information Technology Committee is meeting 10/13/2021 at 6:30PM.

On the agenda are requests to change the table of organization for the CEA and Parking Utility as well as the Human Resources Department.

The CEA and Parking Utility changes are due to the fact that the Department of Public Works has continuously struggled to fill and retain their part time CEA Service Person Position. They want to try to solve this problem by combining that part time position with a part time Parking Utility position to create one full time position. This will result in a cost increase of $13,124 for the CEA budget but a decrease of $37,133 to the seasonal part-time budget.

The HR organizational change has no financial impact and simply result in the Risk Manager reporting directly to the Human Resources Director.

The committee is also being asked to approve USI as the City’s fringe benefit consultant for

2022-2024. They are the current broker for Appleton’s fringe benefit programs. They have helped the city implement several cost saving measures, have provided value-added services at no additional cost, and their annual consulting fee will go down by nearly $8,000 if this new contract is signed. For those reasons, Human Resources Director Jay Ratchman is recommending approval of the new contract.

Finally, the committee will receive a recruitment status report. Per the report it looks like the Health Officer position is still currently open and the city is determining next steps.
