Appleton’s Interim Health Officer Meets Statutory Requirements To Head Level III Health Department; Obtained These Qualifications After Being Appointed As Interim Health Officer

As I mentioned in my recap of the 08/11/2021 Board of Health meeting, it was not clear to me whether Appleton’s Interim Health Officer Sonja Jensen met the statutory requirements to head a Level III Health Department. While it was stated that the State of Wisconsin was “very satisfied” with what the city was doing with its health department, nowhere was it clearly said that Interim Health Officer Jensen met the requirements to lead a Level III health department, and, in fact, the difficulty of finding a health officer who met the statutory requirements to head such a health department was reiterated multiple times throughout the meeting.

I reached out to Human Resources Director Jay Ratchman for clarification. He said that she is qualified to head a Level III health department, and that was a recent development. She attained those qualifications after being appointed as Appleton’s Interim Health Officer. He reiterated that the state was and is comfortable with Appleton’s interim plans for the health department.
